CBR – new requirements for sending reports

Preparing and sending CBR (Computer Build Report) reports are an integral part of the installation of electronic licenses. The software manufacturer requires that each installed electronic license be associated with a specific device using a hardware identifier (Hardware Hash), created during the license installation process.
All our partners are also obliged to send regular reports for each newly installed electronic license.

At the beginning of July, Microsoft introduced new requirements for compliance with the installation and reporting procedures for electronic licenses for Windows 10 / 11 systems:

  • Partners must implement the latest mandatory version of OA3Tool (build number 22000) to generate Hardware Hash from all devices on which electronic licenses are installed. OA3Tool must run on a full Windows operating system with all drivers.
  • Partners are responsible for providing timely, accurate and complete data when submitting CBR documents to Microsoft.
  • Partners must submit a CBR-compliant CBR document to Microsoft in advance of:
    (i) within 24 hours of the date the Company distributes the Customer’s System; or
    (ii) 4 hours before being made available to the End User for activation. Partners can also receive incompatibility notifications that clearly
  • Partners can also receive incompatibility notifications that clearly identify each Windows device that has:
    – CBR generated using a lower version of OA3Tool than the mandatory version,
    – CBR quality issues, such as inaccurate or incomplete CBR data,
    – activation performed, but does not correspond to the previously sent CBR.
  • From July 1, 2023, failure to comply with the CBR message may result in a late fee being charged.
    – Starting with a grace period of December 31, 2023, partners will have two weeks to submit missing CBRs after receiving the first notification. If no report is provided, an additional fee will be charged.
    – From January 1, 2024, any product key activated from that date without prior CBR submission will be subject to an additional fee.

As your license supplier and partner providing technical support throughout the entire process of installing electronic licenses, we are ready to help you adapt your production environments and meet the above-mentioned requirements. If we receive a report from Microsoft about non-compliance with the requirements described above, we will contact the affected partner and help resolve the issue.

Please also contact us immediately in case of problems with sending reports, either via the MDOS SC program or the DOC platform. Delivering devices to customers without a properly processed installation report may in the near future result in additional fees that we will be forced to charge to partners who do not fulfill the above-mentioned obligations.

The software has been completely rebuilt, has a graphical user interface and many additional functions and options. We plan to systematically add new functionalities; we also encourage you to submit comments and suggestions for expanding the software’s capabilities.

The latest version will be implemented for all interested partners from August 28, 2023.
