Citizenship licenses explained

Citizenship licenses available in the MAR channel are intended for specific groups of recipients.
Windows 10/11 Pro Citizenship is available to the following three audiences:
– eligible academic users
– eligible charities
– specially approved recipients (TAP – Technology Access Program)

Office 2019 Home and Student Citizenship is available only to the last group of recipients:
– Specially Approved Recipients (TAP – Technology Access Program)
this software may not be delivered to educational institutions or charities.

Below are the definitions of each group of recipients:

Eligible Recipient means (1) Eligible Charity, (2) Authorized Academic User, or (3) Specially Approved Recipient (TAP). Faculty, employees, and students of any educational institution, home school program, hospital, healthcare system, and research laboratory are not included in the definition of a Qualified Recipient. However, this does not prevent them from using refurbished computers as part of their role with an Eligible Recipient.

Qualified Academic Users means educational institutions:
(i) accredited institutions academic (including primary, secondary and higher education, etc.); or
(ii) vocational schools (technical schools, vocational schools, vocational high schools, etc.); or
(iii) preschools that provide educational services for children, serve at least ten children and have been in operation for at least one year.

Qualified charity means an organization that qualifies for the Microsoft Product Donation Program. See http://www.microsoft.com/about/corporatecitizenship/en-us/nonprofits/whos-elicted/. Member States may make these requirements available elsewhere or in another form. Requirements may change from time to time at Member State discretion.

Specially Approved Recipient (TAP) includes:
(i) Technology Access Program Eligible Recipients (TAP – Technology Access Program). Qualified TAP is a documented program that distributes Client Systems to Qualified Persons. It is operated by one of the following:
a. Qualified Charity,
b. Qualified Academic User,
c. a national, state/provincial or local government agency; or
d. an international governmental organization.

Qualified Recipient means a person:
– in a technology-limited community; and
– with a disability
– a low-income family member. Here are some examples of how people on low incomes can be identified
a. receiving government benefits based on need;
b. receiving help from an intergovernmental organization;
c. in a country designated by the World Bank as a low-income economy income.
